Koopmans Group’s founder Ryan Koopmans is an attorney and consultant with extensive experience representing clients in the courts of law and public opinion.  With more than 15 years of legal experience, Ryan has represented clients in a wide-range of complex disputes before trial and appellate courts at the federal and state level. And as a former chief of staff and legal counsel to Iowa Governor Kim Reynolds, Ryan is equipped to help clients navigate a variety of political and public policy issues.


Ryan served as Governor Reynolds’s general consultant during the 2022 election cycle; the Governor won by an overwhelming majority and led the top of a Republican ticket that flipped statewide offices that had not been held by Republicans for four decades. Ryan has also managed independent expenditure efforts for U.S. Senate and House races.


​Before joining Governor Reynolds's office in 2017, Ryan was a partner at Iowa's largest law firm, where he built a reputation as a legal strategist and appellate specialist, representing clients in more than two dozen cases before the Iowa Supreme Court and in state and federal courts across the country.  Best Lawyers® named Ryan the 2021, 2023, and 2025 Lawyer of the Year in Appellate Practice for Des Moines and the 2022 and 2024 Lawyer of the Year in Litigation - Antitrust for Des Moines by Best Lawyers®. He currently serves as the chair of the Eighth Circuit Rules Advisory Committee.


​An Iowa native, Ryan started his legal practice in the Washington D.C. office of  Gibson, Dunn, & Crutcher after serving as a law clerk to Judge Steven M. Colloton on the United States Court of Appeals for the Eighth Circuit.  Ryan graduated with highest honors from the University of Iowa College of Law and earned a B.A. in economics with highest honors from the University of Northern Iowa.
